Canberra start-up uses big data to help recruiters recruit public servants

Canberra-based startup Pivotal Analytics has applied data analytics techniques to the Commonwealth Gazette to help recruiters find public servants with the skills needed to fill vacancies in the private sector.

Pivotal Analytics' founder, Felix Barbalet, said that, under the Public Service Act, all Federal Government appointments must be published each week in the Gazette, but not in a form that lends itself to any kind of useful analysis.

"Every Australian Public Service employee hired in the last five years is listed in the Gazette, but the job they're appointed into is not ‐ there is just a reference number," Barbalet said.

"Using advanced analytics and text‐mining I was able to connect the appointment with the original job notice. This is where the real value for recruiters comes from. They now are able to easily search for candidates with specific skills based on the job that they were appointed to."

According to Barbalet, "Early adopters are finding huge value in the service because it connects them with experienced potential candidates already familiar with the Public Service and with a proven track record. That's an instant boost of their databases by around 120,000 candidates, many of whom might just be looking for a new challenge."

He added: "I also realised very quickly that anyone who deals with the Federal Government would find it useful to search for APS employees by name, so we've also just launched a second site for that."

Pivotal Analytics has launched two web-based versions of its service. A premium version for recruiters  and an ad‐supported version for the general public.

Barbalet said he planned to use other publically available information to create value for businesses and individuals around Australia. "These kind of techniques are used a lot within Government to data‐mine the public. This might be the first time they've been used by the public to data‐mine the Government."
